After you've worked out, the core temperature is still trying to get back to normal which is why we continue to sweat for sometime after working out; even after showering...then when we stop sweating, because we've cooled enough, the skin then feels on the cooler side. It's normally recommended, to elite atheletes, that they wrap up after working out/a sprint etc even though the body is trying to cool off, because the difference oin temp can cause colds as well; so after the shower, it might be a good idea to have some thinner layers of clothing that you can put on as you cool off; it might help.
Low blood sugar would cause you to feel shaky, so it's unlikely the cold is anything to do with blood sugar. Carbohydrates warm the body up, if that's any help, so I've read concerning freediving anyway, they produce heat, which is good to know if you intend going out in extremely cold weather.
Where cold cuses you to feel tired, that might be a good idea to get checked out, in case it is a thyroid problem that is underlying it, or iron deficiency (due to exercise etc); as I believe both of those can be the cause of feeling cold and tired. I normally feel exhilerated after a workout even after the body has cooled off.
